  • Karen Glitman

    As the Director of Transportation Efficiency at VEIC, Karen blends the study of travel behavior and fleet data with electric data, with an eye toward creating pathways to more efficient transportation systems. Prior to her time at VEIC, Karen was Director of the University of Vermont’s National University Transportation Center (UTC) and interim co‐director of the University of Vermont (UVM) Transportation Research Center. She is the author of significant transportation efficiency publications, such as the annual Vermont Transportation Energy Report. She has served as the Vermont Clean Cities Coalition Coordinator (2007‐2009); and as Director of Policy and Planning, Deputy Secretary, and Acting Secretary of the Vermont Agency of Transportation (1995‐2003). She was admitted to the Vermont Bar in 1990 and served as a member of the Vermont House of Representatives from 1985-1990. She works closely with VEIC Policy and Consulting to bring transportation efficiency measures and programs to our clients.

  • David Roberts

    David, our Transportation Consultant, is an expert in transportation planning and engineering as well as Geographic Information Systems (GIS). He has extensive technical analysis experience as well as a solid history with transportation policy building and outreach. David’s background includes over 10 years of managing the transportation modeling program and Intelligent Transportation Systems (ITS) initiatives of the Chittenden County Regional Planning Commission (CCRPC). He has developed transportation energy studies to support greenhouse gas (GHG) emissions analysis and examined a variety of multi-modal transportation issues regarding automobile, pedestrian, bicycle, and public transportation activity and trends. David has also served on the executive committee for the Vermont chapter of the Institute of Transportation Engineers (ITE) (2008-2012).

  • Justine Sears

    Justine is our Senior Transportation Analyst, focusing on statistical analysis and a deep understanding of transportation data sets toward achieving transportation, electric, and thermal efficiency. Before coming to VEIC she worked at the University of Vermont Transportation Research Center conducting statistical and spatial analysis for research projects relating to transportation, energy, and travel behavior in Vermont and the U.S. She has also served as an analyst with the Alaska Department of Fish and Game, and as a research fellow at the University of Alaska Fairbanks. Justine has coauthored several transportation publications, including The Vermont Transportation Energy Report, with Transportation Director Karen Glitman.
