David has 20 years of experience with the planning, evaluation and implementation of energy efficiency and renewable energy programs throughout the nation.  David joined VEIC in 1998 as a Senior Manager in VEIC’s Consulting Division and currently serves as a Managing Consultant in the Division.  He leads major consulting assignments, and plays pivotal roles in coordination and negotiations to help multiple parties work collaboratively on efficiency and renewable energy initiatives.

Since 2006, David has served as the policy and program design advisor for New Jersey’s Clean Energy Programs as a member of the Honeywell Market Manager Team. In this role, David has contributed to the evolution of New Jersey’s incentives for customer sited renewable energy systems, and the success of a growing statewide market that is second only to California in total photovoltaic capacity installed.  David also provides implementation support and oversees the work of four VEIC staff in NJ who deliver day to day program and market services for the Renewable Energy Incentive Program.   Under his direction, the VEIC NJ Team has managed more than $235 million in biomass, wind, and solar incentive applications, resulting in more than 60 MW of installed renewable energy capacity throughout the State.   

David served as a policy and program design advisor for the Long Island Power Authority’s Solar Pioneer Program for a decade.  He led the design and administration of the Vermont Solar and Small Wind Incentive Program from 2003 thru 2008.  David has contributed to dozens of market assessment, evaluation and program design reports, and provided expert testimony in regulatory and legislative hearings in Vermont, Pennsylvania, New York and Ontario.  He is a frequently invited speaker at regional and national conferences on renewable energy and energy efficiency and is published in numerous professional journals and conference proceedings.  

David was a founding Board member of the industry trade association, Renewable Energy Vermont, and served as its Chair from 2005-2007.  He is a current Board Member and the National Policy Committee Chair for the American Solar Energy Society.
